Foreign or non-resident Indian (NRI) students can access digital certificates via DigiLocker, if they possess an Indian mobile number or Aadhaar. However, if they don't have these, they can either apply to DigiLocker Support with authenticated documents to receive their certificate via mail, or they can approach their educational institutions, which can verify their authenticity and request DigiLocker to issue their certificates.
